日前4月8日世界卫生组织（WHO）秘书长谭德塞公开指出台湾对他进行种族歧视的人身攻击。针对此番不实言论，台湾民间自动发起群众集资，在短短不到一天的时间内，共获得26,980位赞助者，并且已经于美国时间 4月14日在美国纽约时报刊登“Who can help? Taiwan.”（谁能帮忙？台湾！）”全版广告。

此广告是由网红阿滴与知名设计师聂永真等人发起募款，并由聂永真操刀。目的在传达台湾希望帮助世界的心，不容谭德塞扭曲，比起用不实的言论指责推诿，台湾选择用实际行动支持世界。

依据集资赞助者的投票结果，剩余款项约 1,500 万的 45.82%，将用于数位广告宣传“Taiwan can help”；31.97% 将捐助国内医疗器材或资源；22.20% 将捐助国外医疗器材或资源。合计将有过半的款项直接捐助并协助国内外的防疫行动。
